Depends. The packaging of tampons usually says to avoid TSS you should change it every 7 hours or so. So, a healthy minimum is 4. Docs usually say needing more than 10 in a day (because they absorbed all they can, so you need a new one) is a health concern because OMG UTERUS EVERYWHERE.
